History of the Academy

After gaining independence by the Kyrgyz Republic and the transition to a market system of management, an objective need arose to mobilize existing and form new management resources to ensure the progressive development of the country.

The lack of personnel in the new conditions of Kyrgyzstan's integration into the world community has actualized the creation of training and retraining of management personnel system, adequate to modern challenges.

On April 17, 1992, by the Decree of the President of the Kyrgyz Republic in order to provide training and retraining of management personnel of a new formation, the Bishkek International School of Management and Business was opened, and for the first time in Kyrgyzstan the implementation of the newest for post-Soviet countries program "Master of Business Administration" began.

The basis for the creation of the Bishkek International School of Management and Business was the Center for Research and Expertise under the President of the Kyrgyz Republic and the School of Administrative Sciences of the York University of Canada. The school was one of the first to open in the countries of the former Soviet Union and was a synthesis of curricula of the world's leading educational and scientific institutions.

The first rector of the Bishkek International School of Management and Business was Ashirkulov Misir Ashirkulovich who headed the educational institution from 1992 to 1997 and made a significant contribution to the formation and development of the educational institution of a new format.

In order to strengthen the implementation of the civil service reform and within the framework of the UNDP project "Development of Management in Kyrgyzstan", on July 31, 1996, on the basis of the Bishkek International School of Management and Business and under the Master’s Degree Program on Public Administration, training and retraining of government officials began. This became a "start-up" of targeted training and retraining of state and municipal servants of the Kyrgyz Republic.

Subsequently, on September 19, 1997, the Bishkek International School of Management and Business was transformed into the Academy of Management under the President of the Kyrgyz Republic. The educational institution was given the status “Presidential”. During this period, the educational institution was headed by Askar Asanbekovich Kutanov, who headed the Academy until 2004.

On January 19, 1998, on the basis of the Academy of Management, a single educational and methodological complex for training and retraining of personnel was formed. As a result, the Bishkek Financial and Economic Technical School named after Aliaskar Toktonaliev was affiliated to the Academy, and new undergraduate programs: "Management", "Finance and Credit" and "Accounting and Audit" were opened.

This made it possible to implement a multi-level system of training and retraining of economic and managerial personnel: from Bachelor's Degree programs of secondary vocational education to retraining and advanced training programs for personnel and postgraduate studies.

Subsequently, from 2004 to 2012, the Academy of Management under the President of the Kyrgyz Republic carried out activities within undergraduate and graduate programs. The educational institution was headed by Uzakbaev Karabek Ergeshbaevich (from 2004 to 2005), Sultanbekov Adylbek Fayzullaevich (from 2005 to 2010), Akmataliev Almazbek Akmatalievich (from 2010 to 2012), Nasyrov Almaz Turusbekovich (from 2014 to 2018).

During these periods, the staff of the Academy concentrated their efforts on improving and introducing innovations in the system of training and retraining personnel for state and local self-government administration, strengthening the material and technical base and training infrastructure. A number of innovations were carried out: the development of electronic textbooks, the opening of an electronic library, the launch of a distance education portal, the introduction of the AVN system and the establishment of broad international partnerships with leading scientific and educational institutions, as well as international and donor organizations.

Since 2001, the Academy began publishing the scientific journal "Bulletin of the Academy of Management under the President of the Kyrgyz Republic", which was recognized in 2015 as the best university scientific periodical in the EAEU countries.

In 2003, an agreement was signed with the German Hanns Seidel Foundation, which to this day, jointly with the Academy, implements training and retraining programs for state and municipal servants of the Kyrgyz Republic on a budgetary basis. The joint program of the Academy and the Foundation has trained more than 1,500 Master’s students from the regions of the country, who today are successfully working in almost all state and municipal bodies of the Kyrgyz Republic.

Over the years, the Academy has successfully passed international accreditation according to the European Association for Quality Assurance in Higher Education EQUIS-CAMAN, the Central Asian accreditation according to international quality standards CAVEQ.

In order to strengthen reforms in the field of public administration and improve the quality of training of specialists for state and municipal administration in 2012, the Academy of Management under the President of the Kyrgyz Republic was reorganized into the Academy of Public Administration under the President of the Kyrgyz Republic and returned to the original mission - training, retraining and advanced training of state and municipal servants of the Kyrgyz Republic. The Academy was headed by Shamshiev Chyngyz Bolotbekovich (from 2012 to 2014).

During this period, the Academy underwent reforms aimed at eradicating corruption and integrating into the international educational space. Famous politicians, economists, public figures (Mahathir Bin Mohamad - ex-Prime Minister of Malaysia, John Forbes Nash - Nobel Prize laureate in economics, Tetsushi Tanaka - Japanese economist-analyst, etc.) were holding public lectures at the Academy.

In accordance with the leading international practice, the Higher School of Administration, the Higher Courses of Administration and Management, the Institute for Public Policy Development Studies, the Center for Career Planning and Development, the independent Department of Education and Science, the Dissertation Council have been created and a 3-level audit system for all business processes has been introduced.

Since December 25, 2018 the Academy is headed by Akmataliev Almazbek Akmatalievich.

At the present time, the activities of the Academy are aimed at improving the quality of the system and programs for training and retraining of state and municipal servants of the Kyrgyz Republic, through strengthening the targeting of education enhancing interaction with government bodies, enterprises and introducing a research component on trends studies in the field of public administration development with subsequent implementation to the educational process.

As part of the current reformatting of the Academy's activities, systemic changes have been made aimed at ensuring transparency of the main business processes and decisions, achieving management sustainability and creating conditions for bringing the Academy to the international level.

Since 2015, the Academy has become a member of the Regional Hub of Civil Service in Astana, the CSTO University League, the Academy's specialists are participants and experts of major international forums such as: Gaidar Forum, Astana Economic Forum, St. Petersburg International Economic Forum, recognized professional associations ASPA, CEEMAN, etc.

Along with the main task of training and educating leaders of the new formation, the Academy actively participates in the implementation of historical, humanitarian and cultural dialogue through the international actions "We are Millions of Panfilovs", "Immortal Regiment", "White Cranes", projects "Chilisten", " Success story", "Debate Club", "School of Experts", "Forum of Leaders", "Students in Management", "Volunteer", "Youth Theater Forum", organizes public lectures by well-known public and state figures, ambassadors of foreign states on topical issues of development state and society.

The history of the Academy is the history of the formation and development of a system for increasing the potential of human resources for the needs of public administration.

Today, the Academy of Public Administration under the President of the Kyrgyz Republic is among the prestigious educational institutions of the country and occupies a leading place in the system of training, retraining and advanced training of specialists for state and municipal corporate governance.

Over the 25-year period of its existence, the Academy has trained over 20 thousand specialists for state and municipal bodies, business structures and international organizations. More than 40 thousand specialists and managers were trained under the programs of advanced training and retraining of state and municipal servants, as well as professionals for other industries. Academy established partnerships and cooperation with more than 60 international organizations and scientific and educational institutions around the world.

The Academy of Public Administration under the President of the Kyrgyz Republic celebrates its 25th anniversary with significant achievements and, at the same time, builds new goals and objectives with the team.

In equivalence to this message, the philosophy of the Academy's activities has incorporated the basic postulates of "Kuttuu bilim" by Zhusup Balasagyn and is defined as "Quality education is the path to fair public administration, aimed at human development as a No. 1 resource in a country that is at the stage of formation and growth.

The motto of the Academy: “Strong personnel - Strong country! Become useful to your country!" defines the strategic priority of the Academy the training of high-class specialists who can lead the country to growth and achieve sustainable development goals.
